feat: add layerx to Terminal UI tools (#1490)

* feat: add layerx to Terminal UI tools

* fix: order layerx before lazydocker alphabetically

lay < laz, so layerx sorts ahead of lazydocker. Addresses the
review note on alphabetical ordering; make lint verifies this.
